Reincarnation is the mechanism by which the karma works..Karma is the force ,which leads to reincarnation. Karma is the cause and reincarnation is effect.This is the cycle ,continue from last many centuries.So it depends on you.,to break this cycle.so I can say ,reincarnation or can say your next life is not by chance but by your choice.
